Malaysia's 2050 Target
The government targets 70% renewable energy capacity by 2050. Solar accounts for 93% of national RE capacity (~4,243 MW), making rooftop solar expansion critical to achieving this goal.
Solar ATAP (Accelerated Transition Action Programme) is Malaysia's new rooftop solar scheme that replaces NEM 3.0. Unlike the old system, Solar ATAP has no quota limits — anyone can apply. Generate your own electricity and reduce your TNB bill.
Solar ATAP (Solar Accelerated Transition Action Programme) is Malaysia's new 2026 rooftop solar initiative by PETRA. Unlike NEM 3.0, it allows commercial and residential users to install solar PV systems with no quota limit, 10-year contracts, and export excess energy at the System Marginal Price (SMP). Applications open January 1, 2026 via SEDA Malaysia.
System Marginal Price (SMP) is the wholesale electricity clearing price in Malaysia's Single Buyer market. Under Solar ATAP, commercial and industrial users receive export credits calculated at the SMP rate, which fluctuates based on market demand. SMP is typically RM0.20-0.40 per kWh and is determined by TNB Grid System Operator.
Maximum Demand (MD) is the highest amount of electrical power (in kW) your premises draws from TNB grid during a billing period. Under Solar ATAP 2026, commercial users can install solar systems up to 100% of their MD (increased from 75% under NEM 3.0), capped at 1MWac.
GITA (Green Investment Tax Allowance) is a Malaysian tax incentive for green technology investments. Businesses installing solar panels and Battery Energy Storage Systems (BESS) can claim 100% Investment Tax Allowance on qualifying expenditures. GITA has been extended through 2026 by MIDA.
Solar export credits are bill offsets you receive when your solar panels produce more electricity than you consume. Under Solar ATAP, excess energy is exported to the TNB grid and credited to your bill. Domestic users receive credits at retail tariff rates (RM0.27-0.37/kWh). Commercial users receive credits at SMP rates. Credits must be used within the same billing month.
NEM 3.0 quotas reached capacity, driving the shift to a no-quota system
The government targets 70% renewable energy capacity by 2050. Solar accounts for 93% of national RE capacity (~4,243 MW), making rooftop solar expansion critical to achieving this goal.
NEM 3.0's 2,500 MW quota was nearly exhausted. The residential quota (NEM Rakyat) hit 99.8% capacity by May 2025, forcing the government to remove quota restrictions with Solar ATAP.

The Solar Accelerated Transition Action Programme (ATAP) is Malaysia's new rooftop solar initiative by PETRA. As your solar contractor, we manage the full SEDA application and TNB connection process — from design to commissioning. Applications open 1 January 2026 via SEDA Malaysia.
Generate and use your own solar power to reduce electricity bills significantly.
Non-domestic users: Offset at System Marginal Price (SMP). Domestic users: Offset at prevailing retail energy tariff (RM0.27/kWh for ≤1,500 kWh/month, RM0.37/kWh for >1,500 kWh/month).
Add battery storage to maximise savings - especially beneficial if your consumption is higher at night.

Understanding the energy flow and billing under the new programme
Generate electricity from sunlight
Use solar power first (self-consumption)
Non-domestic: SMP | Domestic: Retail Tariff
Non-domestic users: Offset at System Marginal Price (SMP) - the wholesale electricity clearing price that fluctuates based on market demand.
Domestic users: Offset at prevailing retail energy tariff - RM0.27/kWh if monthly usage is ≤1,500 kWh, or RM0.37/kWh if usage exceeds 1,500 kWh.
Pro Tip: Adding battery storage allows you to store excess energy for night use instead of exporting, maximising your savings and providing backup power.

To apply for Solar ATAP: 1) Contact a SEDA-registered installer like us for a site assessment. 2) We design your system and submit the application to SEDA. 3) After approval, we install the system. 4) TNB inspects and connects your system to the grid. The entire process takes 4-8 weeks.
Solar panel installation in Malaysia costs RM3,000-4,500 per kW. For a typical home (5kW system), expect RM15,000-RM25,000 including panels, inverter, installation, and SEDA registration. Commercial systems (50kW+) have lower per-kW costs due to scale.
You are eligible if you: 1) Are an existing TNB account holder (residential, commercial, or industrial). 2) Do not have an existing solar PV system. 3) Own the property or have landlord approval. Both landed houses and some strata properties qualify.
Solar ATAP: Export excess energy to TNB grid for bill credits, 10-year contract. SELCO: Self-consumption only, no grid export, no contract. Choose ATAP if you have high daytime usage. Choose SELCO if you want flexibility or plan to add batteries.
The payback period for solar panels in Malaysia is typically 5-8 years. After payback, you enjoy nearly free electricity for another 17-20 years (panels last 25+ years). Actual ROI depends on your electricity consumption, tariff, and system size.
